Prepare an E00003 management-label operation for the discount-policy screen of one exact eventId. Reads the unpaged EVENT_POLICY label catalog and the complete bounded active policy inventory of that event. create supplies one title (2–20 UTF-16 units; the original submits it as both title and presentationalTitle) while fewer than 30 labels exist. edit supplies an existing labelId and title. delete supplies 1–30 existing labelIds with DELETE_MANAGEMENT_LABELS. attach supplies 1–10 existing labelIds, 1–100 active discount policyIds of this event and ATTACH_MANAGEMENT_LABELS; the original sends every label/policy pair, and the bridge refuses a result above 10 labels per policy. Returns an operation-bound revision and the exact source request. No write. This connected workflow uses one original ticket-labels dispatch per apply with an installation-wide durable claim and one-use dispatch proof. Unfinished label work blocks other label operations of the same environment, channel and installation, even after a credential or request ID change. Per-policy label membership edits do not share this claim. Content-only delegates cannot configure these resources. Task status is historical; task_resume observes sent work and never sends a prepared change. Repeat the identical original apply for unattempted work. Completed replays do not verify current state.
